Supplies needed:
Tube of choice
Scrapkit used was 'Toxic Candyland' made by Kristin which can be purchased from here or here
Mask fo choice
Eye Candy - Gradient Glow
Xero - Fritillary
Font used was Weltron

- Lets get started -

Open 750 x 650 canvas-fill with white-copy & paste frame 4 as a new layer-resize if needed-with your magic wand select the middle of each frame-selections-modify-expand by 3-copy & paste a paper as a new layer-selections-invert-hit delete-selections-none-move paper below frame layer
With your magic wand again select the middle of the left frame-selections-modify-expand by 4-copy & paste your tube as a new layer-selections-invert-hit delete-selections-none-duplicate-image-mirror
Merge down-duplicate again-adjust-blur-gaussian blur-3.00-change blend mode to soft light
Effects-texture effects-blinds

On the original layer-change blend mode to luminance (L)
On the paper layer-effects-plugins-xero-fritillary-default settings-add a drop shadow to the frame

Copy & paste frame 1 as a new layer-move below your paper layer-resize if needed
With your magic wand select the middle of the frame-selection-modify-expand by 4-copy & paste paper as a new layer-selections-invert-hit delete-selections-none-move below frame layer
Add a drop shadow to your frame

Open a paper in psp-set your foreground to nil-background set to pattern-using your paper
Preset shapes-eclipse-draw out a large circle-position to the right-convert to raster-move below your other layers so that its at the bottom-selections-all-float-defloat-copy & paste your tube as a new layer-selections-invert-hit delete-selections-invert-selections-modify-expand by 10-add a new raster layer-move below your circle layer-fill with white selections-none-adjust-add/remove noise

Back to your tube layer-duplicate-adjust-blur-gaussian blur-3.00-change blend mode to soft light-apply the same blinds settings as earlier-on the original layer change blend mode to luminance (L)
Duplicate your glittered circle layer, paper circle layer & tubes-image-mirror them all

Copy & paste sparkles as a new layer-position-add a very small drop shadow
Copy & paste your tube as a new layer-position-add a drop shadow
Copy & paste candy 9 as a new layer-resize-position-add a drop shadow
Copy & paste star 1 as a new layer-resize-position-add a drop shadow
Copy & paste ribbon 2 as a new layer-resize-position-add a drop shadow-move below your tube layer
Copy & paste the wire as a new layer-move below all your layers-position to the left-duplicate-image-mirror-merge down-add a drop shadow

Add a new raster layer above your background layer-fill with black-layers-new mask from image
Apply your mask-merge group-resize if needed

With your background set to black & foreground set to a colour from your tube-set your colour palette to gradient-foreground/background-angle 46-repeats 3-linear-turn your foreground off & make sure your gradient is set to your background-write your name-position-convert to raster
Adjust-add/remove noise same settings as earlier but select random
Effetcs-plugins-eye candy-gradient glow-3.00-100-100

Add a drop shadow-i used 1-1-40-4-black

Also add the correct copyrite for the artist you used
